PAS 2035 is explicit: Building Performance Evaluation must be conducted by a party independent from the retrofit delivery chain. The organisation measuring performance cannot have a financial interest in the results. That rules out self-certification and rules out M&V from any platform owned by a delivery body or contractor group.

Tier 2 — Sensor deployment for flagged properties

Properties flagged by Tier 1 as anomalous receive a Zigbee sensor gateway — adding temperature, humidity, and occupancy data. Damp and mould risk indicators, heat-loss anomaly detection, and heating system underperformance all become visible.

Targeted deployment only on properties that need it — a fraction of the cost of full hardware rollout across the cohort.

Does PAS 2035 require independent M&V?
Yes. PAS 2035 requires that Building Performance Evaluation is conducted by a party independent from the retrofit delivery chain. A contractor cannot provide their own M&V evidence for the work they have carried out.
Do you need access to the property after the initial connection?
No. Once the smart-meter consent is in place, the Continuous Property Health Audit runs automatically from existing SMETS2 data. No site visits, no engineer attendance, no disruption to tenants or residents.
Can this be used as evidence for funder claims?
